Typically journal papers and conference proceedings are published via the technical scientific societies that run them, such as IEEE, ASME, Science, Nature, etc. In order to read them through those website, you have to be a member and/or you have to “buy” the articles. Highwire just aggregates those paid links.

However, a majority of professors and scientists also keep a copy that you can download for free from their personal websites, or university websites. Just google around, you’ll find that most of them are available for free.
